Created in 2002 to campaign for Extractive Industries to publish their payments to governments and for governments to disclose their revenues, it has grown into a global coalition of more than 700 member organizations in 45 countries. The Extractive Industries Transparency Initiative (EITI) was born out of this campaign. More than 50 countries now produce EITI reports and Madagascar is one of them. These reports are becoming increasingly detailed and focus on government revenue flows from mining, gas and oil extraction. According to its strategic plan, \u00ab\u00a0PWYP works to promote transparency, accountability and citizen participation at all levels of the extractive industry: from local communities in mining areas to national governments, regional mining governance frameworks<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1d42276 elementor-widget elementor-widget-heading\" data-id=\"1d42276\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">PWYP Madagascar coalition \n<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-50a2db0 elementor-widget elementor-widget-heading\" data-id=\"50a2db0\" data-element_type=\"widget\" id=\"historique\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">History and evolution<\/h3>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6baf36c elementor-widget elementor-widget-text-editor\" data-id=\"6baf36c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>The PWYP Madagascar national coalition, working in the field of good governance of the Extractive sector, was created in March 2012 after the vote in the General Assembly of some 69 Civil Society Organizations spread throughout the island with the financial support of Catholic Relief Services (CRS) through the Taratra Project, an advocacy project for good governance of extractive industries within the Conference of Bishops of Madagascar. It is normally part of the East and South Africa region but being a mainly French-speaking country and following a decision of the International Secretariat of PWYP, it is now integrated into the Central and French-speaking Africa region. The national coalition aligns with PWYP&rsquo;s vision which is to \u00ab\u00a0build a national movement of civil society organizations that make the governance of extractive industry sectors (mining, oil and gas) open, accountable, sustainable, fair and suitable for all people. \u00bb<\/p><p>The members of PWYP Madagascar are made up of civil society organizations and citizens involved in the extractive sector, good governance but also other cross-cutting areas such as the environment, human rights, land and development. other areas. These organizations are gathered around one observation: three quarters of the Malagasy population live below the poverty line, even though the country is a veritable geological paradise arousing the interest of investors. The Coalition has thus set itself the mission of ensuring that the revenues from the extractive industries serve as a basis for development and the improvement of the living conditions of the population. Since 2012, it has been chaired successively by KMF-CNOE, then by TI-MG and finally by the TARATRA Project.<br \/>Since 2020, TI-MG was elected to coordinate the national Coalition for the next two years. coalition participated in all PWYP activities in general including:<\/p><ul><li>The meeting of African coalitions (Continuation of the Lima World Assembly) in Sally, Senegal in July 2016 which aimed to:<ul><li>\u00a0Implement a process that allows African coalitions to select their representatives to the PWYP Global Board and eventually to a renewed Africa Steering Committee in accordance with PWYP governance rules,<\/li><li>Discuss PWYP\u2019s strategic engagement and campaigns under Vision 20\/20 on issues related to extractive sector transparency and accountability in African countries,<\/li><li>\u00a0Build the capacity of PWYP coalitions on a set of key issues related to extraction, contract transparency, accountability, environment, climate change and civic space.<\/li><\/ul><\/li><li>The 6th Africa meeting in Livingstone, Zambia in July 2017 which made it possible to:<ul><li>Identify sub-regional strategic priorities to develop a Pan Africa strategy for the next three years,<\/li><li>Build the capacity of PWYP members in Africa on issues relating to transparency, accountability, sustainability and equity in the extractive sector in Africa,<\/li><li>Elect a new Africa Steering Committee to provide strategic direction and support the implementation of the PWYP Africa strategy.<\/li><\/ul><\/li><li>The World Assembly in Dakar, Senegal in January 2019 whose objectives were to:<ul><li>\u00a0Inspire and mobilize PWYP members with the global strategy to ensure that natural resource extraction benefits citizens and contributes to sustainable development,<\/li><li>Adopt the PWYP global strategy for 2020-2025,<\/li><li>Elect a new global board to guide the implementation of the global strategy, \u2013 Reaffirm PWYP&rsquo;s governance values and standards in accordance with the updated governance manual,<\/li><li>Build capacity of PWYP members on key topics aligned with global strategy,<\/li><li>Strengthen relations between different members, facilitate the exchange of experiences and opportunities for collaboration among the global network of PWYP.<\/li><\/ul><\/li><li>The Francophone Africa regional meeting in Abidjan, C\u00f4te d&rsquo;Ivoire in July 2019 which identified the priorities of PWYP Madagascar which are the redistribution of income, the transparency of environmental impact study reports, the transparency of contracts, the effectiveness of local development plans.<\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3fd235d elementor-widget elementor-widget-heading\" data-id=\"3fd235d\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">National activities<\/h4>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e675aae elementor-widget elementor-widget-text-editor\" data-id=\"e675aae\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Despite a weak mobilization of the members of PWYP Madagascar because of many challenges (financial, coordination, commitment and motivation), collaborations with international organizations or members of PWYP in other countries do however exist, in particular with organizations such as ALT UK, PWYP UK and the regional PWYP coalition. This collaboration with ALT UK and PWYP UK has made it possible to have a campaign on several themes in the field of environmental monitoring, in particular the possibility of the existence of radioactivity in the water near the Rio Tinto \/ QMM operation in Madagascar. <br \/>A memorandum of understanding was signed with the Court of Auditors in February 2020 as part of the collaboration for investigations in the field of Extractive Industry in Madagascar. This collaboration is part of the implementation of the Extractive Industries Monitoring Support Program (PASIE). In 2017, a framework for collaboration was defined with the PWYP East and Southern Africa Regional Coordination through the Southern Africa Resources Watch (SARW) within the framework of funding for the Open Society Initiative for Southern Africa (OSISA). It provides access to institutional support from the coalition, with two objectives:<\/p><ul><li>\u00a0Improve the knowledge and understanding of PWYP members in Madagascar on PWYP&rsquo;s global strategy for 2020-2025 in order to streamline their strategies and objectives in line with the global strategy.<\/li><li>Strengthen the governance, coordination and knowledge management capacities of PWYP Madagascar in order to transform it into a legitimate and credible movement calling for a transparent and accountable extractive sector.<\/li><\/ul><p>\u00a0<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-27349fa elementor-widget elementor-widget-heading\" data-id=\"27349fa\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">The current sector context<\/h3>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-24a3ce8 elementor-widget elementor-widget-text-editor\" data-id=\"24a3ce8\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>To properly define its strategy for the next three years, PWYP Madagascar must have a good understanding of the current context of the extractive industries, and take into account the constraints and requirements linked to certain legal mechanisms, mechanisms and instruments.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-92e230f elementor-widget elementor-widget-heading\" data-id=\"92e230f\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Specific challenges related to EITI Madagascar<\/h4>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c914013 elementor-widget elementor-widget-text-editor\" data-id=\"c914013\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>The EITI notes that due to the incessant fluctuation of the price of raw materials in IE at the level of the world market, many countries find themselves in debt difficulties due to poor planning or management of the financial flows generated. Indeed, each mining or oil project must have its own fiscal modeling at the level of the administration. Failing to develop skills at the level of civil servants and also members of civil society who have benefited from foreign scholarships on tax modelling, the State finds itself cut off from the profits generated by taxation.
